Title: A weird Model M with a strange layout I've never seen

It seems like an ordinary Model M in many ways, but I've never seen a layout like this before. The keys seems to be odd.
Anyone have any idea about what is it from? Or the model number of it?

The key mechanism was also used by IBM typewriters. From what I can see here (https://etypewriters.com/history.htm) the layout matches the IBM Wheelwriter 10 and the Personal Wheelwriter (1988), and the Wheelwriter 15 and Personal Wheelwriter 2 (1990).

Fun fact some of the typewriters like these use the springs from a model f.
