Fentek sells them.

IBM Model M blank keycap sets
Off-WHITE/GRAY keycap set - two piece with stems and Short space bar BLANKW      $35.00

BLACK keycap set - one piece cap and stem with Long and Short space bar      BLANKB      $37.50

you get a full set of one piece/two piece blanks in white or black. probably not what your looking for.
