I'm looking for a premium manufacturer for a barebone keyboard with 100% and DE-ISO layout.
What can you recommend?
The keyboard is primarily used for software development.

An ISO keyboard is an ISO keyboard - the only thing that makes it DE is the writing on the keycaps and the language setting in your operating system.
Not sure what you call premium but one popular option would be the GMMK (https://computerorbit.com/collections/custom-keyboard-barebones/products/glorious-gmmk-full-size-barebones-iso-keyboard) (I've never used the linked site it was just the first one I found)

i personally in his place would go look into ics and gbs and maybe some nice full size will happen if he wants premium, i think there is an ic for DINO104 now if im not mistaken

its a gb and it ended so good luck finding a premium fullsize now. depending on the budget there is th keychron q6 in stock
