Noob question...Do all switches allow for a PCB that has per key RGB (Zoom98) allow the RGB to shine through or do I need switches with diffusers?

You don't need switches with diffusers to have RGB shine through. It does help diffuse as its name makes the RGB more harmonized, especially if you use transparent keycaps. However, there are many switches like dark jade, sotc where the bottom has only four tiny holes for the led to come through. The rest is good with RGB.
