Looks like it's programmable (http://www.ultimatetechnology.com/media/IOM/M700POSKeyboardProgGuide.11393105D.pdf.pdf) and that key would be programmed to function as desired.

Are these keyboards PC-compatible? If they are I might get some because they look funny.

Google is your friend.  The programming utility is available here (http://www.utcretail.com/technical-resources-device-drivers.php?prod=5), manuals here (http://www.utcretail.com/technical-resources-product-manuals.php), FAQ that mentions using it with Windows here (http://www.utcretail.com/technical-resources-faqs.php?prod=5#71).

From the installation guide: The Series M700 POS Keyboard is shipped with a factory default layout. If you would like to change the keyboard layout, it is programmable via a utility called ULAP (UTC RETAIL Layout And Programming).  ULAP is available on UTC RETAIL’s web site, www.utcretail.com, within the driver download section.  This utility will run under Windows or Linux, and allows you to program every facet of your M700 POS Keyboard..

Maybe contact the seller and make an offer for less.  I was just looking at the listing again and noticed that it says "No key" and "Both locked".  Also I don't see a cable in the picture, presumably it would be a PS/2 male<>male.  Those factors and the lack of testing would definitely seem to bring the value down.  I mean you could probably hot wire the key switch but show lower the value anyway.
