Title: 403 Forbidden error - keep getting when adding a jpg

I keep getting this error every time I try to attach a jpg.
Its small, not heavy, standard jpg.
What is going on?

I have encountered a similar issue. When trying to change my avatar, it keeps returning a 403 Forbidden error.
