These collectors are actually people from all across the world, especially in Asia, who purchase their items on ebay through a "shopping service", i. e. a company with an outlet in the U. S. where the ebay seller ships the goods to before they're shipped abroad. Here's an example:
A person in Korea wants a Model M space saver. He finds out that the seller on Ebay only ships to the continental U. S.
Now, he decides to pay for a "shopping service", where, like stated above, a company's got a place in the U. S. where the keyboard will be shipped to. Then, he'll pay the company to ship the keyboard from the terminal in the U. S. to his home abroad. And then he's got his new keyboard.
