I just ran into this while browsing through some PC configuration programs on the web.  Does anyone have any real information other than the propaganda and sales pitch from MS?  What can I really do with it?

It gives you a gui whereby you can 'load' any installed keyboard layout and you can then customize it to what you like. For example: changing around letters/symbols. You can then 'process' this into an installation file which windows can easily install on any machine when you double click on it.

It is a very useful program that that first gave me the idea for my custom layout (http://geekhack.org/showthread.php?t=15222).
