Actually face masks are recommended when you have radioactive particulate fallout.
The technical term is hot particle. (http://en.wikipedia.org/wiki/Hot_Particle)
And this is no duck and cover. Although it sounds like it.
It's much easyier to wash the skin off the fallouts than lungs.
Damages are proportional to the exposure time.

My point is that hysteria is not a substitute for data. Reporting should include actual measurements. How many becquerels are we talking about here? Dramatic headlines like "100 times normal" are meaningless if the normal level is very low.
