Found this keyboard on a local sale, price is about 2$. All I can understand looking at the photo that this keyboard is made by ICL, but I found no information about PC keyboards made by them, only some terminals and "one per desk" thing. Maybe someone can identify this keyboard? It has ps/2 port and russian layout. Can it be mechanical?

looks like cyrillic variant of ICL DRS keyboard. its old enough that it might be mechanical, but will use 'unique' key switch design like here (http://keyboardporn.com/others/telekom-icl-numpad/), but could also be foam capacitive or even membrane.

Not long ago, I visited an auction-site seller who had sold an old Tandberg terminal. Unfortunately, it was sold to someone else. I visited him for another board of his. I had not bid on the terminal, because I.. had to dispose of the monitor .. and other Tandberg terminal keyboards that I had seen had common Cherry ML switches in them.
It did not have Cherry ML. Instead, it had switches very reminiscent of the one above, but all key stems were red. Short linear travel, but very very smooth.

Today I've just found an old ICL DRS keyboard in our lab. I supposed it used some kind of rubber dome due to the lack of clicky feel, but I saw a switch where a key cap was missing. I've not found too much information about ICS keyboards, except this thread. Unfortunately, the site mentioned above is down so I haven't had the chance to check the above links for further info.
The keyboard feel is a little bit weird for me, soft but much better than a rubber dome one. Is this switch model considered as a good one? Is it some kind of collectors item?

After some research, I have discovered that my ICL mounts NMB "space invaders" switches, or a very similar version, quite interesting :)
