fiancee is bringing back her laptop that she spilled tea on, they ordered a replacement keyboard, and the bottom row doesn't work. I'm thinking alcohol and qtips?

Did they let it dry long enough? Usually it takes a while to properly dry..

Your story makes no sense. If a replacement keyboard has already been ordered, just wait for it to arrive. If the replacement keyboard has already been installed and the bottom row doesn't work on that one, alcohol won't help. Check the connector and cable.
