Any idea what this means ? I tried placing an order with Paypal and I keep getting this failure. When I try with Credit card it seems that it's limited to Tawain issued Credit cards only ? And requires ID's and carious bits of information I don't have.
I can get logged into Paypal and confirm account info. It takes me back to PChome and I get the otpion to " Determine payment " Which I take to mean confirm payment as it shows the expected total. Then when I click that button I get this page.

Do I have to have funds in my paypal account already ? I was trying to get it to pull from an account. But it seems to take 3-5 days to add funds.

I think you need credit card info and bank account for instant payments with insufficient funds in your paypal account.

Eh , Nevermind, doesn't seem to be working and they will be out of stock in a few minutes if not already.

Have you managed to resolve this issue yet? I just tried to order a Ducky from pchome and ran into the same error after "Determine Payment". My paypal account has a credit card linked to it and I can use it in other sites just fine.

i ordered a keyboard from pchome on friday with an unverified personal paypal account that just has a cc linked to it (no money stored in it)

I used my cc on paypal when I ordered my cm storm with no issues, might be having some current issues at moment then

I never got my issue resolved. They wouldn't let me make a purchase from Qtan and kept saying it was an issue with the payment source ( either CC or Bank ) but wouldn't let me choose a source. It error'd out before it even got the payment source step.
They told me to add another source and it would work , yet when I kept them on the phone until it went through , she "disconnected" as soon as it failed again. The next guy kept talking in circles and finally said that Qtans account was closed. That he had closed it himself.
When I mentioned this to Qtan he thought it strange since he had just received payment to that account a few minutes before. He sent me a paypal invoice and it went off without a hitch.
I now have some stored in the paypal account in the event I need to place an order from there it may not be held up.

I am not quite sure what they mean by "account authority setting" but if I had to guess it would be to verify the credit card that is linked to the account (it is currently not verified). I will do that and report back in a few days.

I know I'm reviving a dead thread, but I am having this exact issue. Has anyone been able to resolve it?
