Seems obvious to me. They want to recruit groups of 4 that will play-test together. There's probably no AI (yet?) and without some friends you're not going to be doing much. It's less work for them if you bring in a group than if they have to help you find someone to play with.
I'd be more interested if they gave information on the control scheme. I don't know that I could manage a mech with a trackball and WASD and I am not going to buy into a serious stick arrangement.

wow need to buy a stick! saitek gonna be in business again.
idk why we even need a stick for mech games, just that it was the standard for mechwarrior lol. Actually i think my stick was a microsoft one, maybe it had like a 3d axis?

If I recall correctly the 'standard' load out on popular sticks was X/Y + Z (twist), 9pt hat switch, 1 or 2 sliders on the base for another 2 analog axis plus a pile of buttons - thumb triggers, index triggers, and a few more on the base. Quite a lot of control for just one hand. Then you could add in a throttle yoke for the other hand with a number of buttons and sliders.

I would honestly be (pleasantly) surprised if this game utilized joysticks to that degree. Modern games don't really build in joystick support, I feel, unless they are actual flight sims. I am so disappointed at how poorly BF3 is with joysticks. I partly bought the game to fly jets, but I can't use my joystick, because setting it up correctly is nearly impossible. I have tried to get used to the mouse, but I just get frustrated and can't level up enough to contend with others that are higher level.
