Title: I saw batman today

I was driving home today and I saw this thing with 3 wheels. At first I thought "hello, batman!! what the heck are you doing here?". Then I saw that the guy didn't have a batsuit on. Luckily I had a camera with me. Anybody knows what this thing is?
