Is that a serious suggestion? It seems on this side of the Pacific we are having trouble even buying standard models or getting responses to emails (at least from this particular manufacturer), let alone successfully commissioning custom work.
If only it were sufficient to just learn one of Korean/Chinese/Japanese in order to get in on the "cool stuff". Or maybe I can just learn Korean and then befriend a few patient linguist Koreans...

Yeah, basically ask them to make improved Poker or Pure. I like their boards, but both of them I dislike 2nd layer arrangement, I feel it is both boards biggest shortcoming. Having 2nd layer programmable would fix that issue for every user since many people would rather have some other placement. Having 1.5 mods would be a big bonus for using vintage Cherry sets and not having to enter hell and bankruptcy for 1.25 in other than white on black.

+1 @ hate the function layer. I prefer 1.25 modifiers myself, then again I have very little interest in Cherry doubleshots. Modern dyesubbed PBT is fine for me.

To continue the thread derailment--is Vortex really the right company to go to for this? Since we're talking about (what sounds to me like) a serious departure from the Poker/Pure already, and Vortex seems to have a habit of dropping out of contact for long periods of time, delaying shipment, etc., perhaps another company could be considered?
I'm afraid I already know the answer, but has anyone worked with an American or European manufacturer? The prevailing wisdom is that costs go up, but I wonder by how much?

Is there even such a thing as American manufacture? Sure there is American based company that market MX board... but I doubt much of anything is made in US. There are or used to be some Mexico based manufacture. In Europe, I think only Cherry. Pretty sure most everything is made in China/Taiwan.
Biggest problem with large manufacture is usually large MOQ like 10,000 which would be very difficult to meet.
Best advantage with Vortex for custom 60%, design of pcb, case is done. If leave the layout alone basically all it would need is different firmware and/or controller for programmability which shouldn't be so much work.

Vortex may be our only choice, despite my reservations about them. The board probably will require a new controller, so not sure how they'll feel about that. A non-programmable design is a pretty sure deal, since that requires only firmware programming. Though I doubt anyone would be happy for yet another non-programmable 60% board.

I don't know whether it would be viable in any shape or form to just use a Teensy as the controller and use something like Soarer's controller code? Enough people here have written controllers already, that surely there must be some way for Vortex to use one of them without having to write one from scratch?
