That would be my guess.  They might put a new case on it if it were damaged, but otherwise, I would imagine controller-related RMAs make up the majority of the B-Stock.

They wouldn't just repackage them would they?  Wouldn't they at least attempt to replace the controller or something first?

As far as I know there is no improved controller. The DAS is what it is.

I expect new buyers will get the USB Y cable though.
