I'd say there was a good chance that this guy knew well that he'd have to give himself up, giving that he left his family behind. Most likely his intention was to raise some awareness rather than to defect.

Alas, with the mutually dependent natures of the Chinese and American economies, I'd say that there's not a huge lot than the US can afford to do. Besides, the rest of the world is kinda bored of the US telling them what to do anyway. Any sort of change has to go come from within.
