It is for KeyTronic keyboards, i guess, but i don't know the certain type since it doesn't fit on the Life_Time_Designer. Does anyone know?
And does anyone have a E0360X KeyTronic keyboard? i want a picture of the keycap also. Thank you guys,

I don't know, but I'm interested to find out. Does that top part fit a model M?

yes it does, I tried and it fits perfectly. I got 10 different colors of it and I can make a rainbow model m right now if I want :P

Now you have to show us pics of it! :D

Oh my...gotta find some of those for my BS boards!

I had some like that on an old mid 80's Honeywell keyboard too. It was built exactly like an M as far as the case style and barrel plate etc, but with domes.

See the F row and Ctrl
some of them are not separable so they don't fit

Would these be the keys that go on a Model M Quiet Touch (rubber dome) board?

I don't believe so... I'm pretty sure the keys for Model M rubber domes are one piece keys, not two piece... and they don't use that kind of stem.
