Can someone confirm if this keyboard should come in a plastic bag?

I just received one from this newegg.com sale and it appears to be used, it has some sort of powder/dust on the keys...very strange.

Thanks for the unboxing video, just for clarification my trigger didn't come in a bag I was just making sure it wasn't supposed to have some sort of plastic cover on it since it looks ask dusty/dirty.

And Newegg's answer is to give me another $15 off......
