Any idea if this is domes or something else?  It was from a computer my parents  had built for them back around 1997 or so.

Looks like a dome board. Boards with the rubber buttons up top are typically dome unless you're Corsair and throw that all out the window.

DIT sold the cheapest keyboards possible, bad domes for sure.

I am still fairly new to this but what is the difference between this board and a true ISO layout?

This type of enter requires the \| key to be displaced to some odd location by shortening the backspace, shift, placing it between alt and ctrl... or something else. ISO has a different shape enter to allow extra key on the home row next to instead of above enter and a short left shift to allow an extra key there
