Title: software for changing any key??

Okay, basically I want to change the function of any key so I can program my keyboard to do any layout that I please.  Specifically, I want to buy a Topre board or buckling spring board and use the Maltron layout with these boards.  Does this type of software exist?

FYI, I have KeyRemap4MacBook, but that does not seem to offer full customization.
