they are worth if you like quiet, and yes its a rubber dome by looking at the part number 71G4644
Strange it is new but the Styrofoam bed is missing.

WHAT A RIPOFF

the rubberdome keyborads share a lot of parts in common with a "normal" M. The case, controller, memberane, barrel frame (chimneys as unicomp calls it) cable and plate are all the same. I think only the keycaps mat and springs/hammers are different. It'd make a good parts unit or cheap conversion to BS if you wanted a project.
It's not bad for a rubberdome, but then again, I think plate mounted rubberdomes aren't bad.
