Yeah, UPS and friends have a web service open to ask these things.
I just like this service because twitter direct messages are (by default) emailed to you as well.

You're presuming it's out for delivery, just because it literary says so. This is like challenging the gods. Remember, it's UPS. It might be out for delivery. Might not.
FWIW in NYC anyway the 'out for delivery' notice has generally been accurate.
