How possible would it be to purchase a tenkeyless keyboard (or a 60%) , without any stock key caps, and then purchase a custom set for a total of around $100?

The only way I could see you spending $100 total: camp classifieds and you can sometimes find a used 60% for around $80 shipped CONUS, and then buy a set of Keycool PBT caps from Banggood for $20.
It's pretty rare to see non-custom boards selling without caps though.

You could ask the seller to sell it without the caps for a discount

I don't think there are any retailers who sell barebones boards at a cost efficient price, and I'm pretty sure WASD doesn't sell barebones anymore. Best bet would be classifieds if you're patient if you ask me.
