I understand that the GH60 supports multiple key layouts, but other than that, what is the functional difference between these two boards?

With the GH60, you can program each individual key, and function layers, to any assignable scancode. With the Poker II, I know you cannot change the location of the Fn and Pn keys in the firmware.
