What kind of scissors do you need? Is it for paper(I guess it is)?

You should try a scissor from fiskars.

I have some Henckels that are pricey but great.

Only use cheap-ass scissors on paper, it ruins them.

Japanese garden scissors are amazing, too.

For general purpose usage, I like the paramedic style scissors.

Yes. That angled end bit is super useful for smaller spaces.

I have a pair of Kokuyo non-stick scissors (http://www.jetpens.com/Kokuyo-AiroFit-Non-Stick-Scissors-Wide-Handle-Blue-Grip/pd/5118). Because the blade has a slight bump it won't just fold over when cutting paper and it's much easier to clean

Tough-cuts are useful to just have on you, or have in a First Aid Kit, but I would say you want a set with plastic handles and about a 4-6 inch blade for paper, the longer blades giving you enough length to cut through card and stuff.

Leatherman Raptor.  http://www.leatherman.com/831741.html

Seriously though I have a pair of Henckels which are amazing, they came with a set of kitchen knives and have been abused for almost 10 years but are still super sharp and robust.

What an amazing pair of scissors(raptor)!  I use my wave every day and if I wanted to upgrade to a larger scissor, the raptor would be my first choice now.

http://www.amazon.com/Klein-2100-8-Free-Fall-Stainless-Steel/dp/B0015SBIL6/

These are very sharp, and don't dull easily even after cutting wires constantly.  I use them primarily for cutting cable obviously, but I also use them for everything else including trimming my dog's fur, opening boxes, cutting paper, etc.  Even if you don't work in telecom, these snips are sharper and more durable, therefore better than any other scissors EVAR for most uses!  For high force cutting needs you just put your middle finger in the small hole and use your palm to compress the scissors.
