Not a good deal at all.  Mine was overpriced at $20 shipped, 4 should not be more than $65 shipped.

On eBay, but they usually come up for less.

What exactly is it?

Part of a POS system.  It requires a teensy mod to make it usable for anything.

I mean, it's a pretty good deal (IMO) for a quality, programmable keypad in new condition. Try and get him down to $20 a piece. The lack of interest is probably because of the linear switches?
