seems you might've gotten a - 15 switch..
The arrow cluster on all of my RF boards has always felt lighter.It was the fact that the up arrow was its own dome that bothered me. See Ripster's photo here:
When I was swapping out my 23u domes I noticed that if a dome got shifted at all while I was screwing the plate back on, it would result in a weird mushy feeling on that key. Maybe something similar is happening on your board. Have you tried putting it back together and feeling those keys again? It sounds unlikely that that would be the issue, but it's a possibility.It was the domes themselves that were light. I tried actuating them w/o the plunger/key and they were VERY light compared to their neighbors.

It was the cutout around the numlock that worried me more than the actuation force, though.
