Mech keyboards usually have only standard QWERTY (US) layout and therefore keycaps, but you can set your country layout in the OS and then touch type, regardless of the legends printed on the keycaps.
If you need legends to type, then you have to buy Turkish keycaps.
I think for such a "rare" layout you should consider WASD Keyboards, they can make you keycaps with custom printing. You could also look for used Cherry G80 or G81 keyboards on Ebay that have a Turkish layout.
Layout and keyswitches are more of a matter of taste.
Custom keycaps can be unnecessarily expensive. If you stick with Turkish layout, I think there's almost no practical solutions available.
Have you tried using US layout and a software such as Autohotkey to type Turkish characters?
You can use Autohotkey like someone else mentioned. As for the caps, just use blanks caps and not have to worry about the characters.

I'm not sure if I understand your question. The keycaps you posted were not made by WASD.
