Hello,
I recently purchased a poker ii and I'm still waiting for it to arrive, otherwise I would have just tried it.
My question is whether or not it is possible to (with the programming layer, not switches) change the capslock key into fn and swap right fn and and right alt.

No, you can only program shortcuts on the PN layer. also, unfortunately, software can't fix the issue either because the FN key doesn't send scan codes.

You can swap CapsLock and Fn with DIP switch 1. I have not tried it myself, but the manual states that switch 1 should do that.
You cannot swap right Fn and right Alt.

I know flipping switchs 1 and 3 makes caps lock fn and win caps lock, but I like my win key and never use my capslock. I'm hoping if I flip those 2 switches I can then set win back to win using the program layer since I'll just leave it toggled on.
The right side swap was not nearly as important to me as removing caps lock is ;D

Not sure you'll be able to move back the win key through the Pn layer, but you can always move it with software (xmodmap, autohotkey or other stuff depending on your OS).

Hopefully it is possible, because software fixes aren't really an option for me since this keyboard will be my travel keyboard.

Spicebar has your answer. You can definitely swap CapsLock with Fn, I use it currently.

You can't set Caps to Fn and keep Left Win without a software solution.
If you use AutoHotKey you can use DIP switches 1 and 3 and rebind Caps to Win and then it'll work how you want, but only in Windows with AHK running.
AFAIK, you can't program the Fn key to another one.
