Hello

I have read on GeekHackWiki that this keyboard is "terminal-only".
...and I'm wondering if there is a way to make it work with my PC through ps2 cable.

You can, with Soarer's WYSE Converter firmware (http://geekhack.org/index.php?topic=52597.0) and a Teensy 2.0 or similar, but using USB, not PS2

so without this device I can do nothing? Its impassible to get in my country, and a bit too expensive.

You can use any ATmega 32u4 device, so one that's a bit more easy to get where you live, such as the arduino pro micro (http://www.aliexpress.com/item/Free-Shipping-New-Pro-Micro-for-arduino-ATmega32U4-5V-16MHz-Module-with-2-row-pin-header/1734881985.html) chinese clones would work as well, but are harder to set up.
