Title: Orbweaver + Naga combo?

Is it possible to use the 12 buttons on the to act as a 12 shift keys with the 20 buttons on the Orbweaver to create a total of 240 extra inputs?

eg, let N1 be 1 button on the Naga, and O1 be the 1 button on the Orbweaver

N1+O1 = Macro 1
N1+O2 = Macro 2
N1+O3 = Macro 3
etc

N12 + O12 = Macro 240

If I understand your question correctly then yes.  Shift works universally across my Das, Orbweaver, and my Naga Epic.
