Title: Kill the 10 second PM limit

Right now we have a 10 second delay between sending PMs. Often when I am rapidfire responding to PMs, I run up against this limit and it's hella annoying. Surely we can take it down to even 5 seconds? Would eliminate a small but frequent annoyance for me, at least, and I'm sure others have had the same problem.

sure. i don't think a max PM rate of 6/min to 10 or 12/min is going to suddenly unleash a torrent of spam.
