When I received my AT F I took it mostly apart, cleaned, reassembled and everything worked fine
Now the o/O key is not registering? I can see the spring keeps popping off the hammer, however when I replace the spring back on the nipple and just press the spring without the cap on it just starts registering oooooooooooooooooooooooo............
If I put the cap back on even with the spring seated back properly on the hammer I get nothing.
Do I just need to swap out the hammer maybe or do I do something else?

Make sure that the flippy moves freely when inside the barrel and is not jammed against the barrel somehow. In addition, the spring must be firmly seated on the flippy all the way to the base - if it keeps popping off, then it's not on there firmly enough. The tension of the keycap compressing the spring causes the flippy to rise off of the pcb and break the capacitive sense, so if that's not happening you'll keep seeing the key being pressed.
