A typewriter is still the easiest way to print text on to a random form.

Likely, they are simply not yet equipped with the proper software and IT resources to make the jump from typewriters to computers for populating the various forms, finger print cards, etc.

Really, it's probably better this way. Government computer systems are horrid.

My mom works in Military hospital, and she still uses a typewriter.  Like iMav alluded to, she basically uses it exclusively for filling out random, paper forms.  The government isn't quite that far behind the times.  Most of their forms are now online, so the IBM Selectric she has is becoming more and more obsolete.

This is like how car dealerships, etc. use dot matrix printers because it physically strikes the paper so it's the only way you can print on carbon paper.

With the speed of modern laser / thermal / film-transfer printers, unless you really want to hang on to multi-part carbon forms, you can just print multiple copies rather than using 3-6 part carbon. Software will take care of that. It's a much cleaner and legible way to make multiple copies. They've even done away with those credit card rollers for the most part. Door to door guys like couriers or food delivery have handhelds with them.

For the remaining random stuff, typewriters are still awesome. ;)
