That's a holder for a desoldering gun and might not work correctly for soldering irons. I mean if one is looking for a cheapo holder, look at these instead:

What kind of PCB did you hold with those ? I want a tool like this but it always look like it can't even hold a 60% PCB .

I bought two, actually. I've never used them for holding PCB's or soldering, but to hold reflectors for photography. They're quite sturdy; the joints can be tightened and loosened to taste. While I think the arms could sustain the weight of a 60% PCB, I don't know whether the tool would sit upright without tipping over; the base may not be wide enough to support it properly.
