Just wondering because if it's not mechanical I might need to buy a new one. I can't tell the difference between the types of keyboards very well.

Oh no. If it is flat, and it isn't already well-known around here, you can assume that it does not have key switches that are considered mechanical.
To think of it, I the only keyboards from HP that I know of are mechanical are some really old ones for their workstations.

It looks like a scissors switch board, similar to some laptop keyboards, or a common rubber dome.

No it is not a mechanical keyboard.
1. The F-Key Row Keycaps are so small, that a common mechanical switch-stem would probably not fit underneath.
2. The price. Do you really think you could get a mechanical keyboard for this cheap?
3. It is slim. Slim keyboards don't offer enough space for mechanical switches.
4. No advertising of mechanical switches on the box. If it would use mechanical switches, they'd be writing it all over the packaging.

HP hasn’t sold mechanical keyboards since at least the early 1990s.

For correctness here, there are mechanical keyboards with smaller function keys... but the only modern one is Matias Ergo Pro (http://matias.ca/ergopro/pc/). The rest are vintage, most using Alps.

The Cherry G84 series (http://deskthority.net/wiki/Cherry_G84_series) are slim keyboards with Cherry ML switches that are low-profile mechanical. They are not very comfortable, and not very common. Also, not compatible with Cherry MX. Besides Cherry's G84-series, I have only seen some vintage Tandberg terminal keyboards use Cherry ML switches.
Then there is the Cherry MX-Board 3.0 (G80-3850), which is flat but actually not as slim as it looks because it does use Cherry MX switches.

What, don't you know that HP only makes mechanical keyboards these days and would never stoop so low as to produce a rubber dome? :rolleyes:

Jokes aside, one of these in wireless form came with my previous PC, a TouchSmart (I regret that).
With my hopes up I sent an email to them asking what keyswitch it was, and they told me that it was either a Cherry MX Brown or Blue. I also hinted that I would pull a keycap to see for myself as they seemed uncertain, and they also said that it was "not recommended" as it could "damage the internals of the keyboard". But by that time I had pulled it already and it revealed itself as a plain rubberdome keyboard.
It's actually one of the better rubberdome keyboards out there, and I would probably rank that somewhere near the Logitech K120, which is what I consider the best cheap rubberdome keyboard. Of course I haven't tried any of the expensive rubberdome keyboards as at that price range I went for mechanical keyboards, so I wouldn't really know.
But you asked if it's mechanical or not, and the answer is no. Definitely not mechanical.
(If it was though, and for that price, I would definitely order a few. :D)
