For that specific board, I have no idea.  Until you figure it out, I'd vote for pulling the key cap if it bothers you.  Maybe desoldering the switch and pulling THAT if it REALLY bothers! ^-^

The keyboard has dipswitches,  here (https://adprice.fedorapeople.org/poker2_manual.pdf) is the manual
More specifically, set DIP switch 3 to turn left win into a Fn key. Set switch 1 to swap caps lock and win/fn key.

This is not what the OP is asking for.
If you set switch three there will be no left win key.

That's the most you can do on a poker 2 besides just mapping it to something else and locking the pn layer on.
