Title: What is this?

To me it looks like a rubber dome that supports alps keycaps. Is that right?

Looks that way.  The real question is are those pad printed or are they dyesub.  I'm assuming pad printed.

I am assuming it is pad printed as well, but I would have to have a look at it again.  The yellowing is pretty extensive on those caps.  Not sure if there is anything that can be done for yellowing.  Does this stuff work reasonably well for keycaps? http://en.wikipedia.org/wiki/Retr0bright

Would I tell if it is pad printed by it being raised under the finger?  Anything I should be looking for to determine if it is pad printed vs dye sub?

Hmm... I have had a HP rubber dome keyboard that looked exactly like that from the outside except for being ISO layout, but it did not have Alps-compatible keycaps. The barrel plate is slightly different also although the barrels are still square. Actually, I still have the case for it. It was made by Silitek.

While the 1×1 keys are Alps-compatible that is no guarantee that the stabilised keys would have Alps or Costar/Cherry-compatible stabilisers.

That's definitely some kind of dome with slider design. Looks almost exactly like a mid-point between NMB and Fujitsu dome with slider designs.

Definitely Alps mount.

Bet it is lasered like my Dell AT101W.

Those keycaps would be nice for a standard layout ALPS project. ;)
