You're not looking at the 1% performance increase OVER TIME.. That's how one should properly evaluate CPU performance boost.
Lets say you complete 1 task, 1% faster today.. Doesn't feel much faster at all.. BUT what if here on out EVERY task is 1% faster.. You wouldn't feel it now.. but over time, this turns into hours, and days..
We're all dying faster than we'd like to be aware of.. hahaha.. 1 day in life is worth an extra $100 on a cpu..
The OPengl acceleration actually only worked on AMD cards in the beginning..
And the ENTIRETY of photoshop is NOT accelerated by GPU, ONLY certain features.. things such as the -liquify-

Let's get one thing straight..
m0ar-computer correlates negatively with "Family Time"
Buying more computer stuff will only take you away from your family.. It is out of that "deep seated" wish to LEAVE your family and escape into Our machine world that you're considering upgrading in the first place.

a meaningful cpu upgrade is going to be WAY out of your budget
make sure your OS, programs, and import/export folders are on the SSD. move them to your storage after you're done PPing

The fresh clean Windows install is probably a good idea, too.
Where are you guys getting extra slots?
I feel like I have been short-changed on the last several motherboards I have bought!

Not true.
He can find 2600k or 3770k + mobo for ~300
Both of those cpu overclocked are roughly 3x as fast as his current, 2x as fast @ stock.

he should only need 2x 16x slots. not too bad for mainstream is it? i like having the option to OC, so I usually get highend mobosssd first

links please.
but seriously...no one in their right mind sells a good sandy bridge chip anymore (2011 right?). the ones that are passed around sre penny-hoes and worn out by bad OCers; you can risk it if you want...but ya.
Thanks for the thoughts guys.
PS acceleration has not really evolved since my 8800 GTX, and it's mainly select features like zooming in/out and some of the filters.
Adobe has updated GPU acceleration in LR6 and even includes Intel integrated GPU's! But there's not a ton of documentation on that right now.
I don't make a living off my photos, but I do have a wife and kids and 5 minutes less processing photos is 5 minutes more I get to spend with them. I'm thinking if I can get a 10% increase in actual performance in LR then it would be worth it.
The PCIe SSD's really have my eye right now. The reviews on them have been stellar. A LOT of what you're doing in LR is reading from disk and if I could speed that up then maybe, just maybe, it would be worth it.
Do you guys have any experience with those PCIe-based SSD's?
