You might have to use g-sync or freesync. And that's only for PCs.

Let me find a website that I think shows this info.

I looked into it.

You might be able to get close to 3.5ms if you use a good g-sync monitor and nvidia card. It might be closer to 4ms in reality.

But, I actually think it would be better using a crt to get low input lag. It would have to be an old VGA signal. It's harder to get this setup considering crt is mostly phased out.

Average,  So it's not like that all the time..

And are they measuring in the center of the screen?  what about the bottom ?
