99% sure its rubber dome. The RT-101+ doesn't mean anything. You have to look at the FCC-ID and part #.

Here is the same keyboard (same Part #) in another auction:

In the photos you can see that the FCC-ID is AQ6MEMB-74004. This is a rubber dome board.
