Alt accounts actually can be really positive. I once upset a user on here and they took the surprising move to make an alt account to troll the spelling and grammar in my posts. Now being pretty seriously dyslexic this was a massive help and as you can see has helped raise the level of my spelling and grammar.

I'm not sure harmless is really all that subjective. Regardless, subjectivity is just another way to say gray area. My point is if you stay well clear of the gray area it's not confusing at all, and that gray area on the horizon just looks like a black and white line.It's clear that the policy isn't there to prevent a situation like PunksDead's. And it also seems clear that he's doing it in the name of harmless fun, unless you truly believe he happened to have some existential crisis at the 666 posts mark twice in a row.
Wise governing bodies draw their rules leniently and enforce them somewhat selectively, interpreting their intent rather than taking a wooden literal view. This fosters a sense of liberty where people may feel at ease without worrying about getting smacked on the knuckles all the time. I don't really believe this. There are many instances of people making alt accounts for "harmless fun" and they are banned. Harmless fun is pretty subjective tbh.
Also, the whole point is that the rule is being broken and no clear statement is being made, just gossip. This is creating confusion and arguments about what type of multiple accounts are "okay" and which are not. And if we are going by your idea of harmless fun alt accounts are okay, then we have to define what is "harmless fun" exactly.
