what are your needs? do you need rgb? is TMK a pro or a con to you? do you need in switch LEDs?  does price matter?
"best" is relevant to your needs.

I don't need rub and sorry what's tkn? And price really isn't a factor and as far as LEDs I really just want like under glow!

If you really just want underglow I'd recommend the B. Face X2.

Very easy to reprogram & the LED's mounted on the bottom of the PCB are RGB so you can choose whatever color you want.

You should probably give us an idea of what you're looking for in a keyboard.
No point in getting an expensive pcb if you wont even use any of the features. Perhaps, even, you'll buy a PCB that is good but doesn't have the features that another board would.

1. NerD 60 - great piece of hardware and you can run TMK on it (you have also backlight and underlights)
2. GH60 (not the clones) - if you want a good board and don't care about lights. Runs TMK firmware

Also the other PCB's are good if you care only about fluff i.e. lights and stuff but they have issues and you are tied to closed source firmware, but I'm an old fart for me keyboards are tools not toys :))
