Who the hell does that?  I work with a lot of older people who are tech-illiterate and even they put fill out the subject line and body of the email properly the vast majority of the time.

our VP of HR does it CONSTANTLY as well as a large number of the customer service reps

This, I just hate this. Often, I'll be there waiting for the body of the mail to load and then realise that the subject is the body.
