I would totally dig up the yard to install one.  but the thing I don't understand about it is , Water and waste.   

It doesn't seem possible to get rid of that stuff --- using water ---   given how precious water would become in such conditions..


So,  you'd need a ridiculous amount of stored water...

We moved into a house in 1961 and my father immediately built a "mini" bomb shelter in the basement.

I don't recall any water but we did have a rack of canned food. I think the plan was for 2 weeks' worth of supplies.

PS - John Goodman and I are almost exactly the same age.

what is the most effective way to store water..

and how is waste management handled   without using precious water..

I would imagine septic into a leach field just as any normal septic system. And the water was stored in barrels (http://assets.nydailynews.com/polopoly_fs/1.1333039.1367506952!/img/httpImage/image.jpg_gen/derivatives/article_1200/bunker3n-1-web.jpg). I think there might have been an underground storage tank as well.
