I have a question... How do I change the sleeving if the cable has real plastic heads like that

Can man open and close such plastic heads?

Cutting and glueing leads to terrible results. By my hands at least.

Try some replacement heads (https://www.aliexpress.com/popular/usb-connector-shell.html).
