Anybody know if this is a membrane or mechanical board, and if so what sliders it uses?

I *Think* it's a dome board. A lot of Chicony boards are.

One worth looking out for is the 5181, which has the Monterey switches, which are pretty nice. The 5191 ises some other switch, though I'm not sure what.
