The heatsink is not parallel to the circuit board.  Is it making good contact with the chip?

As long as it isn't making contact with any leads or solder bubble, it should be fine, right?

u need to buy a noctua cooler for it abd mod it to fit. its the only way

that's impossible,   the chip is too close to the pcie,

I would have to use a ribbon cable ..  if i wanted to bolt-mod a cooler.

well it's anodized, so technically as long as there isn't PRESSURE against any components,   it shouldn't cut through the anodized layer to become conductive..
