I feel like this is the one..
https://www.amazon.com/Aroma-Housewares-ARC-914SBD-Cool-Touch-Stainless/dp/B007WQ9YNO/ref=sr_1_3?s=kitchen&ie=UTF8&qid=1510163621&sr=1-3&keywords=rice+cooker
It has two different buttons, one for Brown Rice and one for White Rice.....it's racist.

I'd recommend at least 1050 ti lvl budget..
Fuzzy logic is important, because it cooks the rice more evenly.
For the 1030 lvl budgets, they're mainly on/off circuits, and while that will cook your rice, it does nothing for texture, and the top and bottom of the rice container will have larger mismatch.
-
However, @ the 1070 lvl ..
You can get something made in japan..
It's not as good as the 1080ti where it's the Made in Japan SOLD IN JAPAN level rice cookers, but it's pretty damn good.
@ the Titan XP lvl, there are no wiggle rooms, It will be the best rice a machine can make @ home.

It really comes down to how much rice you eat..
Tp4 eats 1500 Calories of Rice each day.. so that's 0.411 kg or 0.9 lbs of rice..
Over a year, that's $330 of Raw rice..
The rice cooker should last at least 5 years..
$330*5 + $269 = $1919 for 5 Years of Rice-perience.

Hmm, I can't argue with your brilliant math.
I'm closer to $79.23*3.14 / 65* 212.43 = $69

If we must be on budget..
look for Necessary Important Features.
Induction cooking
--- More even heating, Larger heating surface area which include parts of the inner bowl walls
----- vs standard cookers, which only has a heated bottom, and radiates heat upwards
Fuzzy Logic
---- Depending on Air pressure, proximal temperature, rice hydration lvl, water fill lvl, Different heating program is necessary..
Brand
---- Fuzzy logic is a proprietary set of algorithms which comes from extensive testing
--- In that way, relative to the consumer, a long standing company making such cookers w/ a degree of (rice pedigree) has the best algorithms..

how much rice do you plan to eat..
One or twice a week
You probably don't need a rice cooker.. hahahaha
Short grain rice: 1.095 grams of water / gram of rice
Long grain rice: 1.3 grams of water / gram of rice
Basmati: 1.3-1.5 grams of water / gram of rice
Use pot with tight -non-vented- lid.
Bring to boil, Reduce heat to ~15% above lowest setting, simmer for 4 minutes.
Do not open pot, turn off heat, Cover lid with thick fuzzy towel, let stand for minimum 20 minutes..
